Notify admin not working

I am new to this forum but have an unusual problem. Expired ads will generate an email to admin but new ads will not. Site is here: www.hometownshoppingdistrict.com or http://www.hometownshoppingdistrict.com/index.php?option=com_marketplace&Itemid=11 I have the admin set to yes and the admin user of my Joomla site has been added to the Marketplace users. I triple checked the email addresses but since I am getting expired ads I guess everything works but to notify the admin of new ads. I am using Joomla 1.5 legacy mode on.
