make rules optional, not required

I want to disable the rules or make them optional to read. If people want to write an ad they should be able without reading the rules.

If a user writes an ad now and tries to save it, it jumps to 'read the rules first' line and the user can start over with writing the ad.

I tried to delete the code from write_ad.php but cannot find it.

Please help me with that, thanks!
